Sour Law?

This interesting article notes how a misunderstanding of the law in one Pennsylvania township on the part of one police officer led to declaring a lemonade stand in breach of the law. The kicker is that the lemonade stand was operated by children. It turns out that it is only illegal to operate such a “business” in the town if you are at least 16 years old.

The question then becomes, “Why?” Is it really necessary to require a permit for such vending … and with an exception for age?
